The experiment is part of a national debate on ways to lower the high 30,000 plus deaths on Russia's roads each year. The safety campaign spokesman said the speeding drivers (who are mostly men) slowed down to admire the topless female road safety assistants. The topless women held speed limit signs of 60 and 40-km an hour.
Somewhat surprisingly, there have been no reports of accidents caused by distracted drivers. Pedestrians said they are happy speed is being reduced because they were scared when crossing the street before topless road safety women successfully slowed down the speeding traffic. Less accidents may save drivers money with lower auto insurance price quotes.
